Kb, I hope they kept the dog if they were unable to find the owners. Looks like a sweet old pup.... that is the most unusual eagle I've ever seen. Like you I thought it looked like a little kid dressed up in a costume and then it took flight. Very unusual, fluffy beautiful African raptor.
