My opinion: Oh, for crying out loud! FWS wants to know if it takes too much time - they call it "burden hours" - to submit an annual report of how many Canada geese you killed, how many eggs you broke and how many nests you destroyed. It doesn't sound all that hard to ask for and receive permission to "take" Canada geese, so the least they could do is report back as to how many they took. How else can the public know that not just anyone can "take" a bird because they feel like it and then not have to report the taking? Who's accountable? No one. And what happens to the Canada geese population with no controls on the mayhem allowed? And to other protected birds? Permission to kill wildlife has consequences, namely, an annual report. It really is the least you can do!
