Proposed bill (H.R.2280) for bird-safe Federal buildings. Not likely to have much effect if signed into law because it only applies to Federal buildings that are newly constructed, acquired or altered, none of which are very likely to occur frequently. "Bird-safe" in this bill primarily refers to reducing bird collisions and would put restrictions on the types and amounts of glass used in such buildings. But, it is the RIGHT THING TO DO!

This bill was drafted in accordance to the requirements of Executive Order 13186, signed by President Clinton in 2001, which orders Federal agencies to develop Memoranda of Understanding (MOU) with the U.S. Fish & Wildlife Service to further the intent of the Migratory Bird Treaty Act.

I went down a gigantic rabbit hole in search of an MOU between EPA and FWS regarding lead or pollutants or contaminants, etc., etc., and gave up.  I don't think one exists, but it should now that Congress seems to want to make it impossible for any agency to enforce the MTBA!  See the article below for more details, most of which I've already posted.

Thanks, T40.  I have a positive outlook about that bill.  At least it's a step in the right direction.  Some bird-safe Federal buildings is more than none.  When that requirement is in place, it will set a precedent.  Precedents often become justifications for applying the same rules in other situations, and can lead to more widespread applications of them.

That's really freaky, T40!  Anyone who reads this needs to be sure to read the last 3 sentences to understand just how immediately this island went from being an ultra-busy and noisy nesting site to an abandoned one with no birds... literally overnight.  I'm going to guess it had to be a major nest disruption that affected the whole island at once - and since it wasn't fire or weather-related, then I suspect overhead flights, possibly at low and loud levels not usually experienced by those birds.  How awful - whatever caused it - and I hope the cause is discovered.  I hope they will come back.   :( :(
