Bird Conservancy to beef up bald eagle monitoring (Must pay to read so I copied the first sentence that was available. Pretty cool use of the fine against the developer.)

BRIGHTON - The Bird Conservancy of the Rockies will hire two new people to monitor bald eagles after receiving a windfall from a developer who removed a bald eagle's nest from a dead tree in Erie.

Wildlife Officials Investigate Recent Bald Eagle Deaths

I have heard this theory before, namely that laws protecting bald eagles are contributing to their own deaths. I don't buy it. There's a much "tamer" version of the theory that's actually more in keeping with the original observations; bald eagles really do seem more accustomed to people now than in the past. There are all kinds of factors and limitations contributing to this observation, with nothing as nearly black-and-white as this article puts forward.
